HPT Vietnam Corporation and SpecterAI Quantum Security formalized their partnership on October 28, 2026, signing a detailed roadmap to deliver post-quantum migration services and training to the Vietnamese market, the company says. The collaboration centers on a curriculum of 55 AI-proctored hands-on labs covering NIST FIPS 203 and 204 algorithms, preparing organizations for the coming shift to quantum-resistant cryptography. Nguyen Thanh Nam, Deputy CEO of HPT, said that the company is seeing interest from banks and other enterprises in PQC migration as it prepares workshops to address growing awareness and international deadlines.
HPT Vietnam and SpecterAI Execute Post-Quantum Migration Roadmap
HPT Vietnam will now offer a five-phase cryptography migration service to clients, following the formalization of a partnership with SpecterAI Quantum Security on October 28, 2026. This service begins with a Cryptographic Bill of Materials (CBOM) inventory, detailing an organization’s cryptographic dependencies, and extends to independent validation conducted by SpecterAI to ensure objectivity. The detailed implementation roadmap signed last month builds upon an initial agreement reached in June 2026, signaling a shift from planning to active execution of PQC solutions within the Vietnamese market.
HPT will manage client relationships, project management and implementation, while SpecterAI will independently validate the migration to maintain impartiality, a critical aspect of ensuring security. The partnership also extends to compliance assessments against FIPS 203, 204, and 205 standards, with certification issued through SpecterAI’s partner, CCLab.
Demand for quantum security expertise is expanding beyond enterprise IT departments and into academic institutions, according to Dr. Trinh Ngoc Minh, Operations Supervisor at HPT and a SpecterAI-certified trainer. This collaboration coincides with a key regulatory shift; the U.S. published final guidelines on October 27, 2026, deprecating vulnerable algorithms from 2031 and prohibiting their use after 2035. Similar timelines are being established internationally, with the European Union targeting high-risk systems for migration by the end of 2030 and all remaining systems by 2035.
Nguyen Thanh Nam, Deputy CEO of HPT, noted that awareness of PQC among Vietnamese banks and enterprises is encouraging. He added that with international deadlines now set, organizations need to prepare and begin their PQC migration journey. SpecterAI envisions the partnership extending beyond immediate migration services, with potential for collaborative curriculum development in quantum security.
Michael Thompson, Chief Technical Consultant at SpecterAI, explained that should HPT establish a cybersecurity academy, SpecterAI can rapidly design undergraduate, master’s and doctoral curricula in quantum security, as well as quantum mechanics and quantum computing. He also highlighted the adaptability of the CBOM phase, noting it can be completed even for clients operating on air-gapped networks.
Dr. Peter Huynh, Chairman APAC of SpecterAI Quantum Security, emphasized the broader impact of the partnership. “Having HPT as our partner for both PQC migration services and quantum security training is an important step for the market,” said Dr. Huynh. “This joint effort will create impact not only for banks and enterprises, but also for Vietnam’s security workforce. We are pleased that HPT is considering a Quantum Security Readiness Assessment as the first step of its own PQC migration journey.” The next phase involves certifying HPT engineers through SpecterAI’s Train-the-Trainer program.
