Senators Chris Coons (D-Del.) and Mike Rounds (R-S.D.) have introduced the Quantum Grid Utility Assurance and Resilient Defense Act of 2026, responding to the rapidly evolving threat of quantum hacking to the nation’s power grid. The bill follows the 2024 finalization of post-quantum cryptography standards by the National Institute of Standards and Technology, signaling an immediate need to bolster defenses against decryption enabled by increasingly powerful quantum computers.
“Quantum computing has the potential to create new economic opportunities, but it also presents tremendous cybersecurity risks,” said Senator Coons, emphasizing the urgency to secure essential infrastructure. The bipartisan legislation directs federal agencies to assess vulnerabilities and assist utilities in transitioning to more resilient encryption.
Quantum-GUARD Act Addresses Emerging Grid Cybersecurity Threats
Recognizing the potential for powerful quantum computers to break current encryption standards, the bill focuses on proactive preparation for a future where sensitive data and critical systems are vulnerable. This includes improving coordination between grid operators, cybersecurity specialists, and government entities, a move lauded by industry leaders. The legislation also tasks the Federal Energy Regulatory Commission with evaluating reliability risks associated with quantum computing.
Industry groups emphasize the urgency of this legislation. Senator Coons explained that, “As the technology races forward and our adversaries continue to seek vulnerabilities in our critical systems, we need to pass the Quantum-GUARD Act to ensure our government is using every available tool to meet this threat.”
Michael Daniel, president & CEO of the Cyber Threat Alliance, noted that the bill’s focus on real-world adoption, rather than solely research, is crucial for the sector, while Celia Merzbacher of the Quantum Economic Development Consortium stated that securing communications for grid monitoring and control is a feasible, high-impact action. Paul Stimers, executive director of the Quantum Industry Coalition, added that quantum computing will bring great benefits but also creates cybersecurity risk, affirming the Coalition’s support for the bill and the senators’ leadership.
