Telkom, partners prepare Indonesia for post-quantum security

October 28, 2026, Telkom, Badan Siber dan Sandi Negara (BSSN), Perum Percetakan Uang Republik Indonesia (Peruri), and Danantara Indonesia formalized the “Quantum-Safe Indonesia” initiative with the signing of two Memorandums of Understanding. This collaboration centers on developing cryptographic capabilities, assessing readiness and integrating digital security solutions to prepare Indonesia’s digital ecosystem for the coming age of quantum computing. These agreements lay the groundwork for exploring solutions needed to face Post-Quantum Cryptography (PQC), including identifying cryptographic assets and planning gradual migration.

Quantum-Safe Indonesia Initiative: Collaborative Framework for National Digital Security

BSSN is developing a framework for migrating to post-quantum cryptography (PQC) in stages, encompassing preparation, cryptographic asset inventory, quantum risk assessment, migration planning, implementation and cryptographic agility enhancement. This framework is a reference for Indonesian organizations initiating a structured and measurable transition, while ensuring alignment with operational needs and prevailing security standards. The collaborative effort, formalized through signed Memorandums of Understanding (MoUs), will explore areas including crypto-asset discovery, PQC readiness assessment and the development of assessment and migration tools.

The agreements between Telkom, Danantara Indonesia, BSSN, and Peruri extend beyond technical exploration to encompass competency enhancement and the use of digital trust and cybersecurity capabilities, the company says. “Perkembangan teknologi kuantum harus dipandang sebagai isu kesiapan jangka panjang bagi ekosistem digital.

Melalui kolaborasi dengan BSSN, Peruri, dan dukungan orkestrasi Danantara Indonesia, Telkom ingin ikut membangun capability yang memungkinkan organisasi memahami kondisi aset kriptografinya, menilai tingkat kesiapan, dan mempersiapkan langkah mitigasi secara lebih terstruktur,” said a Telkom representative, highlighting the long-term view of quantum readiness for the digital ecosystem. The MoUs establish a strategic umbrella for cooperation, with detailed implementation mechanisms, technical scopes and commercial models to be defined in subsequent agreements.

Perum Percetakan Uang Republik Indonesia (Peruri) views preparedness for the post-quantum era as integral to strengthening trust in digital services, recognizing its role within the national digital trust ecosystem. “Sebagai bagian dari ekosistem digital trust nasional, Peruri melihat kesiapan terhadap era pasca-kuantum sebagai bagian penting dari penguatan kepercayaan dalam layanan digital,” stated a Peruri spokesperson. Danantara Indonesia emphasizes that sovereign technology cannot be built by a single institution, advocating for collaboration between regulators, state-owned enterprises and technology companies to develop capabilities that address real needs and ensure national technological resilience.

These partnerships aim to support a national digital ecosystem prepared to anticipate shifts in technological security landscapes.

BSSN’s PQC Migration Framework & Organizational Readiness Assessment

The Badan Siber dan Sandi Negara (BSSN) has formalized a phased migration framework for cryptography (PQC), outlining steps from initial asset inventory and risk assessment to implementation and ongoing monitoring. BSSN intends the framework to ensure adjustments align with existing operational needs and security standards, supporting a measured and scalable transition. This framework prioritizes a detailed understanding of existing cryptographic assets and associated quantum risks.

The BSSN will collaborate with industry and state-owned enterprises to ensure the implementation of the framework aligns with national security provisions. Telkom is contributing to the effort by developing technologies and integrating capabilities, including tools for identifying cryptographic assets and assessing organizational readiness. These tools will allow organizations to map their current systems and prioritize mitigation strategies based on their specific vulnerabilities and risk profiles.

The BSSN’s approach also emphasizes cryptographic agility, the ability to quickly switch between cryptographic algorithms, which is essential for adapting to evolving threats and ensuring long-term security. The initiative aims to enhance competency in PQC through training and knowledge sharing, building a resilient digital ecosystem prepared for the challenges and opportunities presented by the advent of quantum computing.
