These metrics, according to QuIC, are essential for accountability and for demonstrating tangible results from the substantial public investment. “What quantum chip industrialisation requires,” the report states, “includes production-grade fabrication, multi-project wafer access, cryogenic testing, packaging, metrology and design enablement.” Expert input from Dr. Emanuele Pelucchi, Dr. Louise Burgoyne of Tyndall National Institute, Dr. Michael Bauer of Bull, Martin Farnan of Equal1 Labs, Dr. Thomas Luschmann of Peak Quantum GmbH, and Dr. Eva Martín Fierro of Qilimanjaro Quantum Tech informed the whitepaper’s recommendations, ensuring the perspective of a broad range of industry stakeholders.
QuIC represents more than 200 member organizations spanning quantum hardware, software, and related technologies, and actively engages with the European Commission on policy and funding initiatives. The consortium’s analysis aims to strengthen Europe’s position within the global semiconductor ecosystem, converting existing strengths into sustainable industrial capacity, and ensuring the continent remains competitive in the rapidly evolving quantum landscape.
