The evaluation clears the path for ML-KEM’s inclusion on the CRYPTREC Ciphers List, which dictates cryptographic algorithms for government procurement and shapes Japan’s industrial and export ecosystems. This move positions Japan ahead of its formal national roadmap, currently slated for May 2027, and aligns with global initiatives like the U.S. CNSA 2.0. “The ML-KEM evaluation reflects a comprehensive analysis of both theoretical security and real-world implementation, providing a strong technical foundation to support Japan’s roadmap,” said Shuichi Katsumata, Lead Cryptography Researcher at PQShield, underscoring the significance of this milestone for protecting critical systems before the emergence of a cryptographically relevant quantum computer.
CNSA 2.0 mandates post-quantum cryptography for government procurement, with the National Cyber Command Office targeting a full transition by 2035; Japan is proactively safeguarding its critical systems against future quantum threats, bolstered by PQShield’s local expertise through its entity, PQShield G.K., and collaborations with AIST and the Cyber Research Consortium.
